ChatGPT Ads Land in Europe This Month. OpenAI Says the End Goal Is $100 Billion a Year.
OpenAI is bringing ChatGPT advertising to Free and Go users in the EEA and Switzerland, with contextual-only targeting at launch and ambitions for a $100 billion annual advertising business by 2030.
Sometime in the next few weeks, opening ChatGPT in Paris, Berlin, or Zurich is going to look a little different. On August 15, OpenAI emailed Free and Go tier users across the European Economic Area and Switzerland to tell them advertising is coming to the app "later this month." It's a small, almost bureaucratic notice — the kind of email most people delete without reading. But it marks the moment the world's most-used AI chatbot finishes becoming an ad-supported product everywhere that matters, and it's happening on OpenAI's own aggressive timeline for turning free users into a multibillion-dollar revenue line.
How we got here
ChatGPT ads aren't new — they're just new to Europe. OpenAI switched on its first ad pilot in the United States on February 9, 2026, with roughly 600 advertisers testing sponsored links that appear beneath ChatGPT's answers. The pilot moved fast: within about six weeks it was already generating close to $100 million in annualized revenue, according to reporting that tracked the rollout. The minimum spend to participate — originally $200,000 to $250,000 — was cut to $50,000 once OpenAI opened self-serve ad tools in April.
From there the expansion has been steady and global. The UK became the first European market on June 6, 2026, with launch partners including Zalando and Dentsu and ad infrastructure built with Criteo, StackAdapt, Kargo, Adobe, and Pacvue. Japan, South Korea, Brazil, and Mexico followed over the summer. The EEA and Switzerland — markets with the strictest privacy law on the planet — are the last major pieces to fall into place.
What's actually different in Europe
The mechanics of a ChatGPT ad haven't changed: a sponsored, clickable link shows up under an AI-generated response, and only Free and Go subscribers ever see one. Plus, Pro, Business, Enterprise, and Education accounts stay ad-free, and anyone who doesn't want ads can switch to a stripped-down, ad-free Free tier with lower usage limits instead.
What is different is how those ads get targeted, at least for now. In the EEA and Switzerland, OpenAI says the initial rollout will run on contextual signals only — the topic of the current conversation, plus coarse location and device type. No chat history, no memory, no behavioral profile. Personalized ads, which OpenAI already runs elsewhere, will require an explicit opt-in before they're switched on for European users at all, and advertisers reportedly only ever see aggregated performance data rather than anything resembling a transcript.
There's a specific reason for that caution: GDPR. The rollout is being run under the Irish Data Protection Commission as lead regulator, with data processed outside the EEA — including on US servers — under European Commission adequacy decisions and Standard Contractual Clauses. Behavioral ad targeting has a genuinely contested legal basis under EU law, which is almost certainly why personalization is being held back as an opt-in feature rather than switched on by default the way it was in the US.
OpenAI has also built in a set of exclusions that apply globally, not just in Europe: no ads on accounts flagged as belonging to minors (determined through a mix of stated age and behavioral signals), none near sensitive topics like personal health, mental health, or politics, and none inside Temporary Chats or the Atlas browser.
The bigger number behind the small email
The Europe rollout is a compliance story, but the reason it's happening at all is a money story. Investor materials reported by Axios lay out just how aggressive OpenAI's ambitions are: advertising revenue projected to climb from roughly $2.5 billion in 2026 to $11 billion in 2027, $25 billion in 2028, $53 billion in 2029, and $100 billion by 2030 — a target that assumes ChatGPT reaches 2.75 billion weekly active users. Not everyone buys it. Truist analysts, working from the same underlying growth assumptions, came out roughly a third as bullish: under $1 billion in 2026 and around $30 billion by 2030.
The person tasked with closing that gap is Fidji Simo, who joined OpenAI's board in early 2025 and became CEO of Applications that August. Simo spent years at Meta building out its ads business before running Instacart, where she grew advertising revenue toward $1 billion a year — exactly the kind of résumé you'd want if your job is turning a free chatbot used by hundreds of millions of people into a durable revenue engine.
That's the tension worth sitting with. OpenAI has spent two years positioning ChatGPT as something closer to public infrastructure than a media product — a tool meant to democratize access to intelligence regardless of ability to pay. Advertising is how that promise stays affordable at scale. It's also, historically, how free internet products quietly start optimizing for attention and engagement instead of usefulness. Google and Meta both began as neutral-sounding utilities before ad revenue reshaped what they optimized for. OpenAI is now running the identical playbook, just faster, and under far more regulatory scrutiny than either of those companies faced in their first decade. Whether contextual-only targeting and hard category exclusions are durable guardrails — or a soft launch ahead of the personalization Europe is clearly being eased into — is the question this rollout won't answer for at least another few quarters.
